The international organization for Standardization (ISO) announced an industrial quality system requirement in March 2002. Its full name is 'quality management system - special requirements for the organization of production parts and related service parts in the automotive industry to implement ISO9001', and its English is iatf16949. In response to the iso9001:2015 quality management system, the standard was updated as iatf16949:2016 in 2016.
In order to coordinate the international automotive quality system specification, a special organization called international automotive task force (IATF) was established by the world's major automobile manufacturers and associations. IATF is composed of the following nine vehicle manufacturers: BMW, Chrysler LLC, Daimler AG, Fiat Group Automobiles, Ford Motor Company, General Motors Corporation, PSA Peugeot Citroen, Renault and Volkswagen AG, as well as the supervision agencies of five countries: the international automobile supervision agency (IAOB), It is composed of the Italian Association of automobile manufacturers (ANFIA), the French Federation of vehicle equipment industries (FIEV), the British Association of automobile manufacturers and traders (SMMT) and the German automobile industry association - Quality Management Center (VDA-QMC).
The pertinence and applicability of ISO / TS16949 standard are very clear. It is only applicable to vehicle manufacturers and their direct spare parts manufacturers, that is, these manufacturers must be directly related to the production of vehicles, be able to carry out processing and manufacturing activities, and increase the value of products through such activities. It is also required that companies that have obtained ISO / TS16949:2009 certification and registration must have production and quality management records for at least 12 consecutive months, including complete records of internal review and management review. For a newly established processing site, if there is no 12-month record, it can also be reviewed and confirmed to meet the requirements of the quality system specification, and the certification company can issue the 'certificate of conformity' issued by NSF. When the 12-month record is available, the certification audit and registration shall be carried out.
ISO / TS16949 pays special attention to the finished products of the manufacturer and the quality system ability to realize the finished products. It believes that this is the basis of the whole manufacturing process activities. Another feature is that it pays special attention to the effectiveness of an organization's quality management system.
The audit of ISO / TS16949:2002 has changed from a single element audit to a process audit. The audit of a process will focus on user-centered. It evaluates the manufacturer's activities according to the user's requirements and measures the manufacturer's performance around the user's satisfaction. In addition, the three major automobile manufacturers have put forward special requirements for their suppliers, and the audit of ISO / TS16949:2002 also includes the process audit to meet these requirements.
ISO / TS16949 puts the user's requirements and technical specifications in the same important position. Therefore, the certification audit of the manufacturer by the certification company is similar to the audit of the second party in many places.
